U.A.E. cds?

I can't identify this cds. Is this considered a stamp and if so, does it have any value? Thanks for your help.

R.A.E. stands for Republique Arable d'Egypte (French being the official language of the U.P.U.).

The text of the label, translated into English is:

Found opened or torn and repaired.

D'office would mean immediately, without further authorization.
