No, those are not like perfins. I'd suggest posting questions like this in the regular Forum. You'll find lots of help there. The imperforate stamps were cut into strips and private companies were given permission to apply a private perforation for use in coil dispensing devices. To identify the stamp, find the catalog number for the imperf variety, and then as was stated in an earlier response, go to the private perf section (Schermack variety) of the Scott US Specialized.

Check out the Schermack Vending section in the Scott US specialized. I don't know off the top of my head which # it is. Kind of neat to see a center line example.
